Rising tensions between conservative dragon factions, who favored returning to older, more isolated practices, and progressive kobold leaders advocating for more open exploration and power-sharing led to the Fractured Wing Accord. This compromise sought to bridge differences by creating a council of both factions tasked with balancing tradition and innovation. While the accord succeeded in maintaining peace, it highlighted the growing philosophical divide that hinted at the beginning of deeper conflicts to come.
